If you’ve been Googling “is VAT applicable on services in UAE” or “VAT on consultancy services” at midnight, you’re not alone. The UAE VAT framework — while consistent in principle — has enough nuance in how it applies to different industries and service types that even experienced business owners get confused.
Here’s what you actually need to know:
In the UAE, VAT is applicable on most services at the standard rate of 5%. This includes consultancy services, management fees, IT services, maintenance, logistics, and more. However, certain services are either zero-rated (VAT charged at 0%) or exempt (no VAT charged at all).
For example, VAT on medical services listed in the Cabinet Decision are zero-rated. Certain educational services and financial services may be exempt from VAT entirely. Meanwhile, transportation services, construction services, and digital services each have their own specific rules. Getting the classification wrong — even innocently — can result in penalties, back taxes, and interest charges.
One of the most misunderstood areas is the export of services under UAE VAT. If you provide services to a client outside the UAE, you may be eligible to zero-rate those supplies — but only if you meet all conditions set by the FTA around the place of supply of services. The same applies to the import of services in the UAE, where reverse charge mechanism applies.

VAT on digital services in the UAE — including electronically supplied services, e-commerce, and SaaS products — is a growing area of compliance concern. Whether you’re an overseas supplier offering digital services into the UAE, or a UAE-based business providing electronic services abroad, the VAT treatment can differ significantly.
